Can you sand down orange peel?
Wet-sanding (or “color sanding” if you're old school) is the recommend way to eliminate deep defects, orange peel, or painting defects from a painted surface. This method will ensure a more constant finish and is overall safer than dry-sanding.
The best way to remove orange peel without sanding is to use fast cutting compound. Cutting compound is an abrasive paste that will erode an extremely thin layer of paint and wear away the orange peel in the process. Pick up some fast cutting compound at a local automotive or construction supply store.

Orange peel is a paint defect you can correct by sanding. "Orange peel" is a condition that occurs when freshly applied paint doesn't completely level out. It's particularly a problem when you are spraying fast-drying finishes, such as lacquer or acrylic enamel.
Sandpaper suitable for wet sanding. Depending on the severity of the orange peel, this should be 1500-grit sandpaper or 2000-grit sandpaper and move up to 3000-grit sandpaper.
You can't just jump right in and apply your texture on virgin drywall—it needs to be sanded, cleaned, and primed in order to get the texture to stick in a way that's smooth and free of grimy flecks of dirt beneath.
If you don't want the orange peel finish, color sanding and buffing will remove it.
Yes it is possible to remove some level of orange peel just by using compound but we would recommend sanding first with either P1500 or P2000.
If the texture has hardened already, then spray the texture down a bit with water, and let it sit a few minutes to soften. Then just scrape it off, and apply the texture again. If you used an oil-based product, the best way to remove a small area is by sanding.
You can buy wet sandpaper up to about 3000 grit, but most people will be satisfied around 1500 or 2000 grit. One big difference between dry sanding and wet sanding is the movement used.
Using 220-grit sandpaper, sand the area you wish to repaint until all the paint has been removed. Wipe the surface clean, and finish sanding with 400-grit until the area is completely smooth.
Does it take 2 years for orange peel to decompose?
Orange peels: It is estimated that orange peels take around 6 months to decompose, although in drier environments like Central Oregon, oranges can last indefinitely.

It's better if you have 2,000 grit, at least, as you can then move up and up to 2,500 grit, and the final 3,000 grit for an ultra-fine finishing touch.

For heavy sanding and stripping, you need coarse sandpaper measuring 40- to 60-grit; for smoothing surfaces and removing small imperfections, choose 80- to 120-grit sandpaper. For finishing surfaces smoothly, use a super fine sandpaper with 360- to 600-grit.
Since both 80 grit and 100 grit paper leave minor scratches, the next step is to sand with a finer grit paper and replace these scratches with less noticeable ones. As a general rule, if you started with 80-grit paper, skip to 120 grit paper, or if 100 then to 150. Finally, sand with 220 grit sandpaper.

Can you paint after 120 grit?
100 – 150 Grit: Medium. 100 – 150 gives the paint and/or stain enough to grip onto, without making the piece too smooth or too rough. When I am painting or staining a piece, I make sure not to go over 150 grit.
What grit sandpaper should I use before primer? When looking to sand a surface before applying primer, the best grit sandpaper to use is 320 to 400. Both these grits can effectively remove the existing primer and help you flatten the surface.
They see orange peel, which is quite literally when your paint is textured like the skin of an orange, and they want to correct it. This requires smoothing the surface by wet sanding through the clear coat and pigment layer.
Sand out your orange peel at that point and simply polish or you could shoot another coat of clear after removing all of your peel from your 2nd coat. If you are new to this I would recommend that you shoot 3 coats of clear, sand out all of your imperfections and polish to a show car shine.

Knock down the splatter texture
As soon as the wet shine disappears from the first area you sprayed—usually after 10 to 15 minutes—get moving. Drag the knockdown knife in straight, overlapping courses.

Turn the dial on your air compressor to 60-80 psi.
You can always change the psi after you've started the compressor, so start at 60 psi and work up from there.
Apply a skim coat.
The same technique gets rid of textured walls. A thin coat of mud is applied over the entire wall surface, allowed to dry, and then sanded smooth. Especially bumpy walls may need more than one coat. Skim coating a whole room is both messy and time-consuming.
